    First Discussion: Introduction of New Staff
    ·         Introduced Karl Beck to staff. Explained that he will be at Lakewood and is on light duty, so staff should assist as needed since he cannot lift bins or push carts.

    Second Topic: Kronos Reminders
    ·         Staff should review timecards regularly and email P. Fonseca before the end of the pay period any comments or missed punches. Staff must get approval to make up any time.

    ·         Staff should remember what is required when calling in and the notes that are used on timecards.

    Third Topic: Homeless Customers
    ·         Charity Dominguez: SEARCH Homeless Services provide mobile outreach willing to meet and come out. Help homeless get set up.

    ·         Operation ID: assist the homeless with getting identification cards.

    ·         Contact Information: Charity Dominguez (713-416-5823) / Jess (281-352-7509)

    ·         HPD Homeless Outreach Team (HOT): mostly patrol Downtown area; can come out and help. Contact person: Sgt. Steve Wick (steve.wick@houstonpolice.org). Will come out and talk to staff.

    ·         Call 311 to have person taken to the Sobering Center (public intoxication). Located near Star of Hope on Shepherd. If intoxicated person is violent, staff should contact 911. Otherwise, staff can contact 311 and have someone from the Sobering Center come out.

    ·         For mental health treatment: the Mobile Crisis Outreach Team (MCOT) can come out. Contact information: 713-970-7520

    ·         P. Fonseca stated that staff would benefit from watching a video about what it is like to be schizophrenic. Will look for video and provide link to staff so they may watch.

    ·         Tips for dealing with customers with mental health issues:

    o   Resist making assumptions

    o   Do not play along

    o   Do not take criticism personally but listen to customers; most just want to be heard.

    o   Be mindful of personal limitations and take a break or go in back to cool off.

    o   Consult with coworkers and supervisors.

    o   Listen to the needs of customers; do not decide what their needs are/what they need.

    ·         Josh Norris (GSD Security): work and cell numbers are located on group blog

    ·         Provided tips on Verbal Judo (using language and posturing to de-escalate situations)

    o   Generate voluntary compliance

    o   Represent HPL positively

    ·         Know your weaknesses: staff should deflect situation to another employee and/or supervisor

    ·         Speak to people so they do not feel insulted; avoid telling the person that they will be kicked out or threaten to call HPD

    ·         Hierarchy of Deflection

    o   Positive approach (do not tell customer to calm down)

    o   Reiterate positive language

    o   Provide choices and explain choices to customer

    ·         Do not get physical with customer and do not get in the way of them leaving.

    ·         Call HPD automatically if there is a weapon or domestic violence (physical only, not arguing); contact HPD automatically regarding anything that breaks the law

    ·         Do not get close enough that customer can reach you; have something between you and customer

    ·         Crisis Intervention: mental health crises unpredictable

    o   Customer can go from calm to violent

    o   Staff should watch body language

    o   Remember that customer can have extraordinary strength and be insensitive to pain

    o   Do not let past experiences influence present actions

    o   Customer may have been calm but could change

    o   Staff should work with backup when possible; staff should assist each other when situations occur

    o   Perceptions may differ – ask customer; he or she may not realize he or she is mentally ill

    o   Person may not believe you have his or her best interest at heart

    ·         Pace the contact

    o   A calm, calculated and controlled approach is usually best

    o   Sudden aggressive movements on the part of staff can trigger an explosive fight or flight response

    o   Do not let tactical guard down.

    o   Give customer space

    ·         Patience can be priceless

    o   Staff should model behavior he or she wants customer to exhibit

    o   Take deep breaths and calm down

    o   Allow customers to vent

    ·         Homeless and mentally ill are people too

    o   Introduce yourself

    o   Assure customer you are there to help not hurt

    o   Use customer’s name in conversation (attempt to find their name and use it)

    o   Do not argue or question delusions; do not play along with delusions

    o   Do not make promises; do not lie 

    Third Topic: Programming
    ·         Report PACE issues to Karla Brown, P. Fonseca, and Nicole Robinson.

    ·         Movie time will begin at both Kashmere and Lakewood starting in March 2014 as part of ASZ: Kashmere will host one at 3:30pm on Fridays. Lakewood will host one on Mondays at 4:00pm.

    ·         Due to the fact that Lakewood will be hosting movie time on the public floor, movies must be G or PG.

    ·         Movies shown should follow guidelines on movie licenses.

    ·         P. Fonseca has received iPads but is awaiting charges. iPads can be checked out for in-house use (just like laptops).

    ·         iPads can be used in ASZ

    ·         D. McLaughlin inquired about connections to secure devices to tables. P. Fonseca stated such devices were not provided. Staff should keep iPads at table with them.

    ·         Kashmere NL’s Playstation 3 is still missing its power cord and HDMI cable.  

    Fourth Topic: Open Discussion
    ·         L. Chase asked about children and computer cards. Some children are repeatedly asking for computer card numbers. P. Fonseca stated that patrons should get another card. Can give card number as a courtesy the first time, but repeat offenders need to get a card. Staff can note on account that child has made a request for their number so that all staff are aware of repeat offenders.

    ·         L. Chase also inquired about children at the computer being disruptive. P. Fonseca stated that so long as the children are not being disruptive, they can hang out at terminals together. But if they become disruptive, staff can place limit of one child to each terminal.

    ·         Chilton Manuals at Kashmere need to be discarded.

    ·         The reference section at Kashmere needs to be moved to the shelves at the former reference desk.

    ·         The African-American section at Kashmere needs to be integrated with general collection. P. Fonseca and M. Ryans will assess the collection before project begins.

    ·         P. Fonseca discussed topics that were brought up at Lakewood’s last civic club meeting.

    ·         K. Beck wanted to know how to deal with patrons using threatening language and/or profanity. P. Fonseca stated that staff should use best judgment and ask customers who do so to leave. If customer does not leave, call HPD to assist with disruptive customer.

    ·         K. Beck also wanted to know about patrons being banned at one location. P. Fonseca explained that patrons can be banned at one location and have customer privileges at another. Decisions are made on a case-by-case basis.

    ·         P. Fonseca took a vote to see if staff wanted to have a meet and greet with local station captains for each library’s service area. Staff voted to have meet and greet.

    ·         Both branches need a list of homeless shelters in the area to assist homeless customers.

    ·         J. Lopez discussed his latest tech meeting and stated that technology trainers can start training staff. P. Fonseca reminded staff of tech resources and links posted on group blog.

    ·         J. Lopez recommended creating a troubleshoot binder for staff to use as well as customers.

    ·         Code on copier at KAS has been changed and will be updated on blog. (Updated on blog: 02/26/2014)

    ·         M. Ryans reminded staff that applications are to be sent down weekly.

    First Discussion: Applications

    §  Manager discussed policies and procedures for processing applications per instructions provided by Fred Schumacher and Sarah Ortiz during a meeting at Kashmere NL on 01/15/2014

    §  Distributed three handouts from meeting to present staff

    §  Reiterated contact information for circulation administration staff and stated that staff should contact Connie, Cynthia, and Sarah for information if needed. If still not sure, contact Fred

    §  Staff should not write old barcode numbers or “stored” on applications

    §  Applications with and without errors will be totaled; the number of errors

    §  Applications will be checked by Dionne, Twanna, Marissa, Dee, and Latoya. Dee and Twanna will create “application stations” at both locations in which applications that have not been checked can be accessed by staff. Staff should document errors and give error spreadsheet to Dee and Twanna on a weekly basis (as agreed upon by Dee and Twanna).  Dee and Twanna will input stats into Google Spreadsheet on group blog.

    §  Staff should not be checking their own applications.

    §  Applications should be in date order when sent to Central. Applications are due by the 10th of every month.

    §  Circulation sends back to manager any bad applications, and managers speak to employees regarding the applications.

    §  Manager will be asking Fred Schumacher about address verification documents for Mexican Consular cards

    §  Middle names are not required in applications, but if customer has one on ID, ask for them to add it to application. If customer does not want to, do not push the issue. Staff can also write middle name on application (if it is deemed necessary). If middle name is added to Sirsi, it must also be included on the application.

    §  All notes should be written with the date first. Staff initial and location code should be added at end of note.

    §  An ALT ID field will be added on the staff application spreadsheet. Alternative IDs should be noted on applications. It is not necessary to add the preceding alphabetic (T,I, or X) to the ID number on the application.

    Second Topic: Sirsi

    §  Information that goes into Sirsi should be transcribed from the application, not the identification/address verification being used

    §  Information in Sirsi should match what is on the application.

    §  Do not place old barcode number in notes, and do not add additional fields to record. Use Address 2 fields for additional phone numbers. Two email addresses can go in the email field for Address 1 (use comma to separate the two addresses). 

    §  The mailing address should go in the Address 01 field; the physical address should go in the Address 02 field

    §  Uncheck “allow routing” and remove the comma in the City/State field in the Addresses tab

    §  Manager explained that adding too many fields in Sirsi makes it difficult for Circulation Administration to match up records

    §  Note multiple IDs in Sirsi in the Extended Notes field.

    Third Topic: Displays at Kashmere NL & Damaged Items

    §  M. Ryans met with Danielle Burns on 01/13/2014 to discuss the display space at Kashmere NL. So far, there is no set date on when the displays will go up.

    §  Damaged items returned through bookdrop or at CSD should be charged to patron account.

    §  T. Wade asked about late fees. P. Fonseca stated that if item is not brought back, late fees are not charged. If item is brought back late and damaged, late charges are assessed in addition to the item and processing costs. P. Fonseca stated he does not normally charge late fees for items, but staff should use best judgment.

    §  Staff should hold damaged item for 30 days. F. Schumacher stated in meeting on 01/15/2014 that if item has mold or other issues, it should be discarded immediately. Staff came to consensus regarding holding item for 30 days.

    §  Staff should note on the account if they called the patron and/or left a voicemail. Good customer service practice: make one more phone call before discarding item

    Third Topic: Meeting Room (Kashmere)

    §  Staff should initial and date all meeting room forms received. Place meeting room form in its correct place in the binder – do not leave it in the pockets of the binder.

    §  Place all appointments on calendar.

    §  If meeting room appointment does not have an application, the appointment can be placed on the calendar, but it needs to be noted that a form is needed (e.g., “Form Needed”).

    §  All appointments should contain the following in the calendar: organizational name, name of person reserving room, phone number, and the initials of the staff member recording the information in calendar.

    §  Staff should sign in to Google Calendar at all times to see times for all appointments made in calendar

    Fourth Topic: Programs

    §  PACE program begins on 01/25/2014

    §  T. Wade stated that Sara Pope has offered staff the Gruffalo costume to use for a storytime session one Saturday. Height requirement is five feet, eight inches.

    §  The deadline for registration has been pushed back to February 06, 2014. Persons participating cannot miss more than two days of the program. Families get tablets at the completion of the program.

    §  Writers in the School (WITS) started on 01/16/2014 and is to continue every Thursday for 12 weeks. Scheduled time is 4:00pm-5:15pm.

    §  After School Zone branches should be getting iPads soon. iPads can be locked to tables.

    §  All controllers should have barcodes on them. M. Ryans will check with Sandy Farmer regarding barcodes for Lakewood NL.

    §  M. Ryans will talk to Andrea Lawrence regarding a volunteer for Lakewood NL to assist with ASZ programs. P. Fonseca recommended that Tandi Pierson (new Library Assistant starting 01/18/2014) be volunteer liaison at Lakewood NL.

    §  Recommendation by P. Fonseca: once controllers at Lakewood NL have barcodes, the cart can be rolled out and children/parents can check out controllers to play Wii. Customers will play whatever game is selected by staff.

    §  Staff should record all stats on statistical sheets at CSD, even if program had no attendance. Managers will be documenting staff who have programs but do not record stats.

    §  Kashmere NL might open on Mondays from 2pm-6pm so that ASZ programming could be offered Monday-Friday. ASZ should be taking place at both locations Monday-Friday.

    Fifth Topic: Workflow

    §  An opening procedure (OP) code will be added to the schedule. The following duties will fall under the new OP code: rolling out laptops, turning on monitors on the public terminals, turning on print station computer (KAS only), taking off chain (if not already removed by GSD – KAS only), taking phone off call forward, putting out the current newspaper

    §  The following should be done when someone is scheduled to CLOSE: turn off public monitors, roll laptop cart into the workroom, plug it up, and ensure that all laptops are plugged up so that they can be charged overnight, place phone on call forward, write down P-count

    §  Staff should initial delivery log if he or she signed receipt for moneybag. Staff should initial delivery log upon receipt of delivery.

    §  Staff at both locations should turn on all laptops at least once a week so that updates can be installed.

    §  D. Hunter reported that not all the laptops at Kashmere NL are charging (surge protector only has six outlets). Some laptops are not holding their charges. P. Fonseca will inquire about a new surge protector so that all eight laptops can charge overnight. Charging issue will be submitted it IT.

    §  Breaks should not be combined with lunches

    §  Staff should follow the schedule. Those who are scheduled to do certain functions (e.g., deposit) should do them. Staff should be shelving/working the CSD/completing other duties as assigned on the schedule.

    §  Manager recommendation: person-in-charge will input their code to lock building at end of day

    §  Managers are now required to provide at least two hours of training to staff.

    §  T. Wade brought up that an approved webinar required the installation of software onto the computer, so she had to use her personal device to attend the webinar. P. Fonseca told her to alert S. Benton about it so that she and her team are away of the issue and can have IT install the software for future webinars.

    Sixth Topic: Customer Service

    §  Staff should not do the following while at the customer service desk: talk/text on their cell phones, eat, or use headphones

    §  Phone calls regarding employment of past employees should be directed to human resources.

    §  When providing favors (e.g., courtesy printing) for customers, please let them know that it is a “one-time courtesy” so that customers do not demand other staff members do the same.

    §  If customers inquire about past/current employees, do not provide information regarding current location. Tell customer that staff member “no longer works at this location,” take a message, and call the employee to give them the message. P. Fonseca would prefer that staff alert customer to his location; M. Ryans would prefer that staff take a message.

    §  M. Ryans will follow up with R. Hurst regarding 2013 tax forms.

    §  Affordable Care Act program will be removed from meeting room schedule since volunteers have not been showing up as scheduled.

    §  Internal customer service: issues of teamwork and communication were brought up by staff.
